Lactones are cyclic esters which are formed due to intramolecular esterification. So, correct reaction must produce -COOH and -CH2OH at adjacent positions in the benzene ring .conc. NaOH is generally used for  Cannizaro Reaction .
Option B) after cannizaro reaction will give two products ie CHO group will be converted into COOH (after acidification) in one product and CH2OH . But their isolation will be diffucult . 
But , in option c) there will be intramolecular cannizaro reaction which will give us benzene ring with -COOH and CH2OH at adjacent position . Therefore , option C) will form the given lactone.
So, correct answer is C).
