Cyclopropane is a highly strained molecule with bond angle of60 degree. The normal tetrahedral bond angle is109.5 degree, so we'd expect a ring strain of49 degree.

In cyclopropyl methyl carbocation, the sigma electron cloud expands outwardly due to angle strain; therefore, the valence electron cloud ofCH2+is surrounded by or enveloped by the expanded electron cloud making carbocation stable.
