If you draw the structure of propyne, you will get that here is only primary hydrogen.
 
Hence option 3 is correct

Let me first define what is a primary hydrogen.PropyneStructure of 2,3 dimethyl ButeneStructure of IsobuteneStructure of 
Primary hydrogen is a hydrogen atom attached to primary carbon.
Primary carbon is a carbon which is connected to only one other carbon atom.
 
In the question above Isobutene,there are 3 primary carbon and one secondary carbon(which has no hydrogen directly linked to it in isobutene).So there are only primary hydrogen,hence this is one of the correct answer.
 
In 2,3 dimethyl Butene,there are four primary carbon and 2 secondary carbon,and out of this one has a (secondary) hydrogen directly attached to it,so this is not the answer.
 
In Propyne,there are 2 primary carbon and one secondary carbon with no hydrogen attached directly to it.So this another correct option.
 
Hence the answer is (D).Both 1 and 3 are correct
