a chiral molecule is one which can rotate plane polarized light if it does not then it is achiral.

ex»meso structure in which there is a plane of symmetry
2,3dichlorobutane at position 2,3 there is a chirality but the rotation effect of one chiral exactly cancels rotation effect of another chiral centre.
