NH2 has the power of +M effect which has the capability of donating the electrons.
This would be its directive effect frimly.
 
In Chlorobenzene Cl is directly linked to the benzene group and the lone pais available on Cl is directly in resonance with the benzene. However, in Benzyl Chloride Cl is linked with the CH2 group which shows +I effect and hence the stability is gverned though the Hyperconjugation.
