Dear student 
HCl does not show peroxide effect in presence of benzolic peroxide. So product will be formed according to most stable intermediate, carbocation i.e., 2°C
Therefore product would be 2 chloropropene

this reaction follows anti markonikov rule due to the presence of peroxide.
so the halogen attaches to the carbon conected with more number of hydrogen.
