Stability of carbocation is check accordingly from
+M effect then Resonance then Hyperconjugation.
In IV and I the O atoms is resonance stabilized and also IV option has more hyperconjugation therfore it is first priortized after I option.
And in II and III option stability is characterized by only the hyperconjugation that is II has more no. of hyperconjugation than in III.
Therfore the order becomes:
IV > I > II > III
