It is beacause... (C) is secondary carbon only..that is ..it is attached to 2 other carbons with single bonds...
Where as other carbons are...
Two of the options are just like vinyl group...that is..
CH2--CH- this is vinyl group ..so high energy uis required  because it is stbilised by inductive affect..
And
Another cabon itself contains double bond so high energy to required to break that..
