The smaller ring will have higher priority
                        Bigger ring.                         Smaller ring
First carbon
Attached to.      (O,O,H).                                (O,O,H)
 
Next atom.          C.                                             C
(O)
 
Next atom(C).      (C,H,H).                            C,H,H
Next C.                    C,H,H.                              O,H,H
So due to first point of difference , smaller ring has greater priority
