Benzene does not have any substituents attached to its ring, because its formula is just C6H6. So, when you perform an electrophilic substitution and replace a hydrogen atom with another group, it will be assigned to the position of 1 (ipso). When you perform another electrohpilic substitution, the added group may occupy either the 2 (ortho), 3 (meta), or 4 (para) position, depending on the nature of the directing group you added first.
