If you consider the 1 position and chlorinate it you can get chlorine on back side or front side of methyl. Depending on that you can have 2 ( cis and trans) for 1st position which will be identical to the 3rd position as there is only monochlorination . Then you got 2nd and 5th position where you can again get cis and trans so 4 there. Then 4 and 6 positions are identical for mono chlorination . So 2 from there . Makes a total 2+2+2+2 = 8 such monochlorination 1 3 dimethyl cyclohexane which are not identical. NOTE HERE THAT by cis and trans, I mean cis when both methyl groups are above the plane if cyclohexane is considered to be planar and trans means opposite sides to plane of cyclohexane . To be more precise , draw chair form of cyclohexane . There you get four possible positions for methyl on 1 and 3 positions . That leaves you with 4 different cases for methyl group present on any positions on 1 and 3 where 2 are identical if you just flip and rotate. You can search for more details.Hope it helps.
