FIrst -OH will be replaced with -NH2 on reaction with HONO, then H+ will transfer from tertiary -OH to priamry -OH giving 
H-O+-H, which is removed as water , and 1o carbocation will be formed. Then carbocation re-arrangement will take place leading to the formation of ketone.
