The basic lewis structure for a ethene molecule is C = C showing the double bond. Each C needs 4 bonds to satisfy it and the other two bonds are at 45 deg pointing away from the double bond (sorry, can't draw that on this system).
cis-1,2-dibromoethene is where the Br atoms are on the same side of the C = C molecule
trans-1,2-dibromo ethene is where the Br atoms are on the opposite side of the C = C molecule
1,1-dibromo ethene is where the two Br atoms are both attached to one carbon atom.
