generally triplet carbene is more stable than singlet
but in case of CCl2 and CF2 ,
stability of singlet carbene is greater than that of triplet carbene

Dichloro singlet carbene is more stable because in dichloro singlet carbene lone pair of chlorine has formed back bonding.
