Dear student,in cis 1,2,3,4 ttetramethyl cyclohexane there is a plane of symmetry you can see if you make a plane between c2 and c3 and perpendicular to plane of ring.As the compound have chiral centers (all 4 carbon atoms containing metthyl group).So,this compound is optically inactive and meso compound.
Meso compound-->Meso compounds are achiral compounds that has multiple chiral centers. It is superimposed on its mirror image and is optically inactive despite its stereocenters.
