In which case is Bredt’s rule not applicable for forming double bond at bridge head position i.e. for how many C atoms can Bredt's rule be violated?

For the rings below 8 carbon atoms bredts rule can be violated.
Bredts rule states that if a ring with carbon atoms greater or equal to 8 is present with planarity at bridge head carbon it is considered stable. But planarity is not stable on bridge head carbon of a ring with carbon atoms less than 8.
 
Therefore if you happen to come across a ring with carbon atoms less than 8, with planarity/ double bond/ carbocation/ anion present on bridge head carbon it will be safe to say that the molecule is VIOLATING BREDT'S RULE.

for the copounds having less than or equal to 7 carbon atom the bredts rule can be violated
because bridehead carbon are generally less
