In alkaline hydrolysis of a tertiary halide by aquous alkali,if the concentration of alkali is doubled,then the reaction will remain constant because tertiary alkyl halide with aqueous alkali Sn1 reaction is not based upon concentration of nucleophile 
So it will reamin constant
