From Lenz’s law the current induced in the loop would be such that the volatge  or emf generated due to the current change would oppose the voltage induced.
And hence the direction would be decide from that assumption.
So if the wire is carrying the current upwards and loop is presnt in right of the wire then the direction of current in the loop would be CCW as to oppose the Magnetic fiekd produced by the wire which is into the plane.
