YES , victor mayer test are there in cbse syllabus . 
but i have not seen it asking anytime in board exam . but just read it out , it will work in jee main and advanced exam where they will give u the reaction and colour and u have to identify that its primary , secondary and tertiary group . 
so, its better to read it out , also , u can use other test to distinguish betwen primary , tertiary , and secondary alcohol .
