To check acidity characterstics of the compounds it is done by checking -M effect first then Resonance then after -I.
In the give compounds nitro thats -NO2 shows highest -M effect and then from -I  effect Cl would come after. Other substituents like -OCH3 and Oh shows +M effect and hence would be prioitized further.
