Secondary valency of a metal is equal to the number of ligands attached to it i.e. coordination number.
For example,
[Co(NH3)6]Cl3
Primary Valencies = 3 Cl-
Secondary Valencies = 6 NH3
Coordination Sphere = [Co(NH3)6]3-
