HELLO 
If you have prepare methyl alcohol from ethyl alcohol there are several steps that you have to follow
so i will give you below
STEP 1 
Oxidize ethyl alcohol and you will get acetaldehyde
CH3CH2OH + [O] --------------> CH3CHO
 
STEP 2
CH3CHO + [O] --------------> CH3COOH
 
STEP 3
CH3COOH + NaOH ----------------> CH3COONa
 
STEP 4
CH3COONa + sodalime(heat) ----------------> CH4
 
STEP 5
CH4 + Cl2 ------------------> CH3Cl
 
STEP 6
CH3Cl + AgOH ----------------> CH3OH
                                            methyl alcohol
and the second part of the problem I will explain below
CH3 – CH = CH2 + H2SO4 ------------> CH3 – CH – CH3   + H2O -------------------->
                                                                   I
                                                                   OSO3H
                                                                 isopropyl hydrogen sulphate
----> CH3 – CH – CH3
                  I
                  OH
isopropyl alcohol
