There are ways, at least industrially. While there are variations of the approach, most involve methanol and syngas (an odd term referring to a mixture of CO and water). The steps in the process are shown below

CH3OH→CO+2H2 
2CH3OH+CO→CH3COOCH3+H2O    
CH3COOCH3+2H2→C2H5OH+CH3OH

overall

2CH3OH→C2H5OH+H2O

Normally, these reactions are done at high temperature and pressure and involve some catalyst (e.g., here a mixture of CuO and ZnO on alumina)
