How is -OH an electron withdrawing group when we’re talking about -I effect, but an electron donor during resonance in phenol?

Acidity of a phenol increases in the presence of electron withdrawing grup. Phenoxide ion generated in this , having more stablity.However if an electron withdrawing group on the ring can further delocalize the negative charge than the anion is more stable and the phenol is more acidic.
