It is the property of oxygen as oxygen has high electro negativity. It has ability to attract electron which makes a partial negative charge on oxygen which develops a partial positive charge on atom from which it is joint so it show +I effect.

When O get negative charge due to oh bond braking it feel repulsion in its lone pare so it try to decreas this repulsion .and act as +I group
