Allyl chloride is more reactive than vinyl chloride because in vinyl chloride lone pair of chlorine are in resonance so chlorine will not get removed easily while in case of allyl chloride resonance is not present.

During nucleophilic substitution reaction the intermediate carbonation formed is more stable in case of allyl chloride than vinyl chloride. There is no possibility of resonance with vinyl carbocation and there is no resonance stabilization.whereas allyl carbocation is resonance stabilize.

In vinyl chloride is linked with sp2 hybridised carbon whearas in allyl chloride is linked with sp3 hybridised carbon atom. As sp2 hybridised carbon atom is more electronegative than sp3 hybridised carbon atom. Sp2 can more easily attract the bonded electron from sp3 carbon and therefore is more reactive.
