I hope you mean cyclooctatetraenide ion. Yes, it is aromatic. Becoz, it contains 10 pi electrons; so 4n+2 rule tells n = 2. When 2 negative charges are formed u have 3 pi bonds in the rings. Plus, it is planar and there is complete delocalization in the ring making it aromatic.
