Negative hyperconjugation is the donation of electron density from a filled pi or p orbital to a neighboring sigma* orbital. It is a type of resonance that can stabilize a molecule or transition state. As it adds electrons to the anti bonding orbital so it causes elongation of the sigma bond.
It is most commonly observed when sigma* is located on the C-F or C-O bonds. It does not occur to the appreciable extent in the C-H bond.
