in resonating structures COO- ion -ve charge present on both the oxygens. In phenoxide ion  negative charge on Oxygen and Carbon. _ve charge on more electronegative atom is more stable. More delocalization of negative charge results in more acidic. Hence benzoic acid is more acidic than phenol.

Benzoic acid is more acidic than phenol because of the high stability of anionin resonating structures COO- ion -ve charge present on both the oxygens.
