Does salicylaldehyde react with NaOH to occure a self cannizzaro condensation?! It no have any limitation by phenolic OH?!

When you mix the two together, they can react and condense into one molecule. Adding base (such as NaOH) to an aldehyde or ketone will generate a little bit of enolate, which can reaction with another carbonyl molecule. This reaction is called the aldol condensation

The Cannizzaro reaction is when a non-enolizable aldehyde reacts with itself in a strong base, such as sodium hydroxide (NaOH), to form a carboxylic acid and an alcohol.
