Does -cf3 group have strong -r/ -m effect? And why?

Dear student CF3 is a strong -M group because F is the most electronegative element and hence tries to withdraw electron density from benzene ring.

But wouldn't that lead to -i effect because electronegativity causes inductive effect but i am asking resonance effect which is because of electron pair shift
