The effect on electron density in one portion of a molecule due to electron-withdrawing or electron-donating groups elsewhere in the molecule.
otherwise u can say transmission of charge through a chain of atoms in a molecule, resulting in a permanent dipole in a bond.

Inductive effect arises whenever an electron withdrawing group is attached to the carbon chain. In simple words it is the effect in which displacement of sigma electrons takes place due to electronegetivity difference between carbon and the group attached to it and there is transmission of induced charges.

Resonance is an intramolecular process which involves transfer of pi electrons. We study resonance to predict the order of stabilities of reaction intermediates moreover one structure of a molecule is unable to give all its information about different properties which it exhibit hence we draw all possible resonating structures so as to gain all its information.
