Dipole moment would be more if the -R or +R effect in any structure would exhibit in same direction or opposite direction.
In Cyclopropenone Keto group is showing -M effect with resonance stabilised with the other double bonded which also increases the effect in the direction of -C=O group as cpompare to cyclopropanone as it has two -CH2 groups which shows + I  effect. instead of -I effect.
