Can amine flipping/amine inversion occur in a closed chain compound?

No it cannot possible because configuration will going to change in closed chain which cannot be possible in AMINE FLIPPING
and another reason is stearic hindreance 
because steraic hindrance will be very high in case of the AMINE FLIPPING 
and also know this---------------------
closed chain any atom is fixed on both sides by other groups
and stearic hindrance will be very very high
