The inert pair effect is the tendency of the electrons in the outermost atomic s orbital to remain unionized or unshared in compounds of post-transition metals.
bismuth suffers from inert pair effect as the inner electrons will be shielded here by the outer shell , then in that case it will not exhibit pentavalency . 
but sometimes it do exhibit when inert pair effect will be absent .
