Please find the answer to your question
(a). Greater the ease of leaving group, easier will be the nucleophilic substitution. Further, weaker the base, the better is its leaving characteristic which lies in the following order.
Cl− > −OCOCH3 > −OCH3 > H−
Very weak base strongest base
Hence CH3COCl will be most reactive for nucleophilic substitution at acyl carbon.
