Alc KOH is a potassium ethoxide i,e. C2H5OK dissociates in water to give C2H5O- ions which is a strong base and abstracts hydrogen giving rise to elimination
C2H5Cl +C2H5OK ———→ C2H4 + C2H5OH +KCl
where Aq KOH potassium hydroxide in water and on dissociates in water giving OH- ions which is a good nucleophile and prefers substitution.
C2H5Cl +KOH ———→ C2H5OH +KCl
