Hello Student,

Since, the presence of a bulky groups pushes the -COOH out of the plane of benzene ring in ortho derivative of benzoic acid which result in the formation of resonating structure with high stability. The negative charge will lie maximum on oxygen not on carbon. So by rule of resonance the negative charge is stable on the most electronegative atom.
