the donating nature order is,
f>cl>br>i but f being the most electonegative element(sounded funny jus dont think that being most electro negative doesnt mean that it wont donate electron it donates via mesomeric) it makes h-bonding with the rest of the phenol molecules(you cant take a single phenol molecule, can you? ☺) and so it cant dontate efficiently and as the next place in the order goes to chlorine it is most acidic.(cl is not effective in makng h bond).. got clarity?
