The Dipole Moment is defined by the charge separated multiplied by the distance (separation) between the charges. Hcl as the largest Ionic character, because as we move up the group, electro-negativity increases.
These are the actual values:
HCl 1.08
HBr 0.80
HI 0.42
t is surely Hcl since H is the most electropositive atom and F the most electronegative
