yes, both can affect the rate of cannizzaro reaction, because the rate law expression involves both the aldehyde without alpha-hydrogen and the hydroxide (OH-) ion. The reaction begins with nucleophilic attack of hydroxide (OH-) ion on the carbonyl centre and every nucleophilic reaction will be affected by what is present as ''R'' in RCHO.
