BECAUSE AMINES CONTAINS CARBON ATOMS WHEREAS AMMONIUM SALTS DOES NOT

Amines are soluble in polar organic solvents and ammonium salts are slightly insoluble in organic solvents.

yes because amine is contain R-NH2 group where R is carbon groups so they are in polar nature but ammonium salts does not contain any carbon groups so they does not solve in water.
