F > Cl > Br > I - in terms of electronegativity.

Note: Cl has more electron affinity than F because the extremely small size of Flourine causes more electron repulsions.

As well as i am concerned that,

Fluorine is the most electronegative, then its chlorine & then Bromine

It is a trend that electronegativity decreases from top to bottom. therefore F is most electronegative.
