Ans.1 Because -OH group shows +R effect by donating its electron but -Cl shows its -I effect which dominates over its +R effect.

 

Ans.2 Anti Marconikov''s Rule is applicable when cyclic transfer of electrons takes place in presence of H2O2.

    It is not only with Br.
