CH3 IS +I GROUP, IT GIVES ELECTRONS TO NH3 SO LONE PAIR AVAILABILITY OF ELECTRON ON N INCREASES.

AS BASICITY IS NOTHING BUT ABILITY TO DONATE ELECTRON, IF THE LONE PAIR AVAILABILITY IS MORE THEN 

ABILITY TO DONATE ELECTRON ALSO INCREASES SO BASICITY ALSO INCREASES.
