Ester formation has attack of neucleophile as its R.D.S........

So a better neucleophile gives, faster rate & here only inductive effect is predominant,

As, Ph is a -I group, it decreases the electron density on O..........

So the best Nu is 3......

In 1 & 2, 2 has OH closer to Ph, so more -I effect, and hence, 1 is better Nu than 2........................

So, 3>1>2
