Bromine as per alphabetical order.

Chlorine because it has smaller size and hance more electronegativity than bromine

If Bromine and Chlorine are present in the same chain along with the substituients then lowest sum rule is followed and while writing the IUPAC name Bromine is written first by following alphabetical rule.
