It is an meta directing group.

If you draw it's resonating structures, you will observe that there are +ve charges on the ortho and para positions. Since, it is difficult for an electrophile to attack an already electron deficient carbacation, hence it is feasable for it to only attack at the meta position. Hence, it is a meta directing group.
