As such HOCl will not react with an alkyne(acetylene),but HOCl in presence of acetic acid gives H2OCl+ which attacks an alkyne from chlorine end,because water is a good leaving nucleophile.
water attcks the positively charged carbon adjacent to chlorine bearing carbon,followed by deprotonation gives an unsaturated halohydrin.
The above formed compound tautomerises to give ClCH2 CHO.Not dichloro acetaldehyde,wrongly given in some books.
