NaHCO3 is a buffer of weak acid that is H2CO3 and strong base NaOH..hence its pH value is slightly greater than 7.hence it is a weak base..

further,from the equation :

CH3COOH + NaHCO3---->CH3COONa + CO2 + H2O which shows that NaHCO3 acts as a base.
